In My Humble Opinion
The close of 2008 saw the publication of two very important documents, the significance of which so far seems to have passed most people by, but both could have a huge and unprecedented impact on house owners and the housing stock over the coming years.
The first was the EU proposal to “recast” the Energy Performance of Buildings Directive (EPBD). This is the legal tool behind Part L of the Building Regulations and all our other energy-efficiency measures including the Code for Sustainable Homes and Energy Performance certificates. The proposals have now been adopted by the European Commission.
One of the most significant effects of the new EPBD is on the requirement in the current Part L for a mandatory whole-house energy upgrade when any building work to existing homes takes place. At present, this applies only where the dwelling has a floor area over 1,000m2.
Under the revised EPBD (and member states need to have plans in place to implement this change by June 2011), this threshold will be abolished so no matter how small the property, any building work will potentially mean a whole-house energy upgrade. Hence the cost of your small kitchen extension could more than double if you were obliged at the same time to bring your insulation, glazing and boiler standards up to the levels of the day. Only time will tell how this will evolve into a mandatory requirement.
The second publication was from the UK Green Building Council containing recommendations resulting from recent industry-wide consultation on the barriers to a major energy upgrade of the UK’s entire building stock. The report, designed to support the launch this spring of the Government’s forthcoming Low Carbon Homes Strategy, encourages a target of an 80% cut in carbon emissions from UK households by 2050.
The many obstacles to achieving this aspiration are addressed in the report, including the need for a new way of funding energy efficiency improvements without the penalty of a long return on investment.
So I leave you with this thought: the Government committed up to £4 trillion of public money to bail out the banks, with no apparent effect on the daily lives of the average family, even though it’s their money.
But by simply increasing current spending on home energy efficiency upgrades by 50% – that is a trifling £300 billion over the next 50 years – the Government could seriously improve the energy condition of the nation’s housing stock, making a real difference to household budgets and comfort levels, not to mention reduced carbon emissions.
