The political tension between Russia and neighbouring Ukraine might seem to have little impact upon the average UK householder. But when Russia turned off gas supplies into Ukraine during January’s cold snap, it wasn’t just the Ukrainians who felt the chill.

Pipelines crossing Ukraine equate to around one-fifth of the EU’s gas supply. And when Russia stopped pumping, heating systems shut down not only in Ukraine but also in several EU member states.

We in the UK escaped the direct effects of Russia’s stranglehold on gas but next time it might be a different story. We are, after all, net importers of gas and are increasingly dependent on supplies outside our jurisdiction.

All this lends an added urgency to our Government’s plans to radically improve the energy efficiency of new buildings. If you live in a zero-carbon house you won’t freeze however often Mr Putin throws his toys out of the pram.

Hitting the zero-carbon target by 2016, as the Government would like, isn’t going to be easy - or cheap. But help might be on the way. Late last year, housing minister Margaret Beckett announced that the Government would set cost limits for making a house zero-carbon, above which developers would not be expected to go.

The plan is to introduce several ‘allowable solutions’, one of which is to stop short of making your new houses zero-carbon and make the remaining carbon savings via improvements to the energy efficiency of existing buildings nearby. Yes, it sounds like a cop-out: ‘zero-carbon’ doesn’t have to mean zero-carbon after all. On the other hand, if the end result is the same in terms of net carbon savings, where’s the harm in that?

Meanwhile, the Conservative Party has been working on its own plans to save the planet, and very clever they are too.

The Tories argue that most people would like to do something to reduce their energy bills but that most can’t afford the initial outlay. So, argues shadow energy secretary Greg Clarke, the Government should introduce a new entitlement for every home to be fitted immediately with up to £6,500 worth of energy efficiency improvements.

Householders would pay back the money over 25 years through their energy bills.
If it works, the householder won’t notice any increase in his bill because the repayments would be cancelled out by lower energy consumption.

Sounds too good to be true? Not necessarily. But first there are a few minor details – like getting the funding and sorting out the delivery mechanism – to sort out.
